1. Take forever to finish the investigation.
2. Make sure the superintendent that the incident and abuse happened under is no longer there.
3. Be sure that excessive time will deaden the event and its seriousness.
4. Have an influence over the local media.
5. Put those reporters on paid vacation.
6. When the new superintendent is in place and the old one is free and clear the abusers come back all will be good.
7. DCFS will show everyone again and again that the corrupt investigation didn't reveal anything. And for real this time.com!
